Professor Yin Cunyi, who is from School of Public Policy and Management of Tsinghua University, was invited by Shantou University Business School to give a wonderful speech named Regional Development and Relationship between the Central and the Local in Library Lecture Hall at 7 p.m. on Dec. 16th, 2013.
At the beginning of the lecture, Professor Yin mainly focused on four aspects. They are differences between separation and devolution of power, perspectives on the relationship between the central and the local, the nature of policy, regional development mechanism and selective policy.
Firstly, Professor Yin thinks separation of power is actually the dissolution of power concentration while devolution of power strengthens the cohesiveness. Then, Professor Yin also introduced how to research evolution of relationship between the central and the local from culture, structure and procedure angles.
Besides, Professor Yin believes that policy analysis is the key in the research of relationship between the central and the local because policy can well reflect its nature.
Moreover, Professor Yin said that the management and control of development and human affair rights are the key factors in relationship between the central and the local.
Finally, teachers and students also put forward their questions and opinions such as future prospect of economic development in Shantou. Professor Yin kindly gave his detailed answers to the audience. In the end, Professor Robert Tian summed up for the speech and gave Professor Yin a souvenir to thank his wonderful speech.
